Getting Registered to Do Business with SHA
Thank you for your interest in doing business with SHA. On an ongoing basis, SHA is required to solicit open and fair competition for a wide variety of services including: legal, audit, architectural & engineering, construction, landscaping, painting, etc. SHA depends on vendors and contractors to provide essential services to our residents and to carry out our mission. We truly appreciate our vendors and always welcome new vendors who wish to compete for contracts.
SHA has begun to utilize an on-line procurement system that was designed for our national trade group. Please go to this site to register so that you will automatically be notified of when SHA issues requests for proposals, bids or qualifications. The link to this site is:

Once there, you will see in the lower left hand column the words "Sign-up Now: As a Vendor."
Click on the word "As a Vendor" and you will be taken to the supplier sign-up page. Under number 3, you will see "To register online, click here."
You will then go to a page to create an account and then please follow the instructions.

Bid Protest/Appeal Process
For procurements for contracts under $100,000, SHA shall follow an informal bid protest/appeal procedure. Under these procedures, the bidder/contractor may request to meet with the Contracting Officer.
For procurements over $100,000, a formal appeals procedure shall be followed. Any actual or prospective contractor may protest the solicitation or award of a contract for serious violations of the principals of SHA's Procurement Policy. Any protest against a solicitation must be received before the due date for the receipt of bids or proposals. Any protest against the award of a contract must be received within ten (10) calendar days after the bidder/contractor receives notice of award or the protest shall not be considered. All bid protests shall be in writing and submitted tot he Contracting Officer, who shall issue a written decision on the matter. The Contracting Officer may, at his/her discretion, suspend the procurement pending resolution of the protest.
